Windows 7 starter keeps on rebooting

I'm working on a NetBoot a acre aspire one and windows 7 starter loads up to the home screen but no icons are shown, nothing it just basically reloads at the windows 7 starter screen. It does have a system restore file from 9-28 but I don't want to use that unleash have to.
