BOSD about week after new video card

Windows Failed to start Missing Boot Manager 0xC000000f
Hello, I have recently installed windows 7 on my 60 ocz harddrive and had a previous windows folder on my c drive disc drive. I wanted to get rid of all the old files and folders so I ran Dban to nuke the hard drive. Now I cannot access Windows at all.. Boot manager is missing and I cannot recover it by using the installation discs.. It gives me this error whenever I boot the install disc.

BSOD, Random Reboot, ATHR.SYS
Over the last 2 days, I get the BSOD with an error message during the crash dump identifying "ATHR.SYS" as a problem. It began yesterday with my PC shutting down and not rebooting itself. Today, the PC shuts down and attempts to reboot itself, sometimes successfully and sometimes turning off an on in quick succession (about one attempt every 5 seconds) but not even getting to the boot screen.

I have been having random BSOD every few days. I tried to install the SF diagnostic tool, but I keep receiving errors and the last time I got a BSOD and rebooted and it ran and BSOD at the end of it. I'm getting BSODs at random. Sometimes I can play Skyrim for 15 minutes before it crashes, sometimes over an hour. Sometimes it won't crash at all while browsing. Sometimes it will BSOD on the desktop while I'm not doing anything.
